Is there a good argument to be made for having a different split (more favorable to the employer) than the usual 70-30 for testing vs. therapy contractors, since testing has a higher overhead?

Not necessarily, depends on how many open access tests you use, among other things. Testing usually has lower demand for admin time. Need to schedule fewer patients per time (e.g., 1 patient takes up 6-8 hours vs. 6-8 different patients for that time period). Also, billing is much easier with fewer patients. Personally, it's be much more efficient expense wise for me to hire a neuropsychologist than a therapist in my practice.
