Can anyonetell me where I can get outline or notes that could help me for my second organic chemistry test? Online resources from specific universities would be welcome.

What's the test on? You're first step is finding out what will be covered. Not every O Chem class has the same second test.

Enter the following lines of text into google, one at a time, to search for powerpoints related to specific reaction mechanisms:

You can use the filetype function with any other search terms you need. Focus on files that originate at major academic web sites.
 
But you don't bother to mention which ochem. -_-
 
It is important to note that even with the finest resources available, Organic cannot be mastered by studying notes. Instead, you learn Organic by working problems. Notes help you solve problems, and the techniques that you develop while solving the problems will be applied during exams.

There are no shortcuts in Organic. Even having the textbook open during an exam would be useless to a student who has not invested hours working practice problems.

I worked all the problems at the end of every chapter in my textbook and used the student solutions manual to verify the answers.
 
I'm using Ochem for dummies and Organic Chemistry I as a second language as supplements. I really recommend Ochem as a second language because it stresses the importance of understanding mechanisms so you don't have to memorize every reaction. ( you can chem the reviews on amazon.com if you don't believe me 😉
