Dat Destroyer 2017, Question 303. I understand The first step and the last 2 step but I dont get the cl2/ h20 and how it works? Please clarify?

Cl2/H2O is halohydrin formation. works on alkenes. similar to Cl2 but in the second step you add oh- instead of cl-.
