This compound is suppose to be named (R)-1-Bromo-1-phenylethane

I don't see how this could be so. It looks like a propane to me and Br seems to be on the 2nd and not 1st carbon....

It is not propane. The Carbon that is attached to the Br and the phenyl is the 1st carbon and the carbon on the right is the second carbon which results in an ethane.

The answer is correct, you can only see two carbons attached to the ring, the 1st carbon is where br is and 2nd is the CH3 group.
The one you are seeing as a first carbon is not because that carbon is incorporated into the ring, hence the name is phenyl, besides the ring there is only 2 carbon left, hence the name ethane
