The answer is C but could someone explain?
 
To deprotonate something, you need to have a strong base. All other choices are strong bases except C. C is a conjugate base of a strong acid, which is weak.

Actually...I thought C was acetic acid. Isn't that a weak acid?
 
Ohh ok, I see. thanks for the clarification.

And I'm sure I would consider it a strong acid if that thing ever touched my eye!
