I don't think so. I think technically your materials will not be released until you are verified. If it helps, my app was verified within 24 hours of getting my transcripts. I heard that this year other people are getting verified really early after submission too!

Yup, that's right! They don't have access to your application until it goes from "complete" to "verified".
