I know both UCSF / UCLA offer generous salary packages (~$75k/yr and ~$90k/yr respectively) and very little to no tuition for ortho residency. Are there any other ortho programs on the West coast that provide a salary/stipend? And how are these programs able to pay their residents without charging high tuition unlike almost every other ortho program in the nation (except for a few hospital-based programs)?

GME due to association with a hospital system allows them to get funding for resident education.
And the hospital system choosing to use that GME money to pay the ortho residents a salary. They actually don't have to use it by law to pay dental residents, only medical residents. That's why hospital dental residencies can still a charge "tuition."
