Look for the form IU sends out with secondaries to confirm in-state status. It should have a list of items of proof that you are in-state, including stuff like where your car is registered and where you pay taxes. You may be fine, depending on how strict they are.
 
On the other hand, Wyoming is a state that has an agreement with UWashington so if you are a resident of Wyoming,you are "in state" in Washington.

Frankly, I'd decide based on taxes, etc. Of course, it would mean moving voter registration, drivers license, etc there and claiming your parents home as your permanent address but if it looks like it could be to your advantage, you might want to check it out.
