Yes of course. My first encounter was unfinished. I had no idea what this guy had and just kept asking questions so the time was up during the PE. In addition I didn't have a DDx because I still was clueless on the note. I sped up the rest of the encounters and passed with high performance in all categories. I think if you do well on average you will pass. The rumor is that ~2/12 of your encounters are dropped or experimental as well.
