Pattern Folding... fold into the paper or out!?

ok, I read that wiked pat tutorial and it actually does help a lot. However, for pattern folding questions, do we fold into the paper? Inward or outward???

Some problems work well with inward but some don't...

Is there a certain rule for it!?
I am upset that I hardly get half right!???
My TFE needs some help toooo... thumbdown
