I'm looking for a PDF reader that allows you to make a bullet point list of highlighted text from a PDF file. Does such a thing exist?

Goodreader. You can email your highlights. Haven't specifically used the feature so you may want to look into it further.

Skim on Mac lets you pull up everything you highlighted in the PDF in the "Notes Pane"
