Of course no one here can definitively tell you the answer to your question. I'm sure you know your chances would be slim. If you have the $$ to spare, then why not apply to 30+ programs and see what happens.
Look at it this way...your gpa is not going to change unless you are crazy enough to want to go back to dental school, at which point no one would admit you because you'd be crazy. Your board score is not that competitive but it's the one thing you can change. If you are that committed to getting into pedo, put the time into really preparing for boards and really nail them. That can be enough to overcome your gpa, in addition to your aegd/public health experience. Just please don't tell me it was in a medicaid crown mill 😕
