Penn State financial aid package

does anyone know if penn state gives out any aid besides loans? i looked on their website and saw that they say they give out scholarships, but i'm not sure whether you have to apply for them or whether you're automatically considered for them...anyone know?
also, what does " must not owe a repayment on an adjusted federal grant" mean? i'd post this in the financial aid forum but it seems kinda dead.....
