Does anyone know if I can use my Radiology Personal Statement for Prelim Year applications?

That's exactly what I did. One radiology PS, one radiology PS mentioning transitional year in the closing paragraph, and one radiology PS mentioning preliminary medicine in the closing paragraph.

PDs at preliminary/internship programs know you're not really in it for them. 😛
