In some institutions, the website can only be updated if you: submit a two page form detailing the changes that need to be made, and the business justification behind the changes, as well as the projected audience, and business impact if changes are not made. Then, if you want these changes to occur in the next 6 months, you have to have three senior people sign off. Then the "job" is given to two overworked and underpaid IT people, and it goes on the bottom of their two foot high pile.
