Why PET would underestimate EF compare to SPECT?

Any effect re high or low Temporal or spatial resolution? I know PET has better Spatial and Temporal resolution but why it would under estimate EF compare to SPECT?

I don’t ever recall hearing that PET underestimates EF. If anything you should get a more accurate one compared to SPECT
