Petitions?

In regards to medical school admissions, how do petitions work?

I have heard of people petitioning during the admissions process. . .but, I'm confused as to when petitions occur? (. .ie. .when put "on hold for a possible interview". . .)

also. .how does one go about petitioning? are there certain guidelines/rules?
