I have just started genchem review and I am having hard time understanding what Pi bonds are and how the size of the element has anything to do with it. Also how do you know how many bonds an element with Pi bond can form. One more question; How do you know the strength of a Pi bond?

Are you sure you took chemistry.
 
Pi bonds are weaker than sigma bonds since there is less overlap between their orbitals. Also, you want to look into MO theory if you want to explain bond strengths.

Pi bonds are made when 2 P-orbitals overlap each other side by side. Imagine two standing dumbells overlapping both top and bottom.
