Please guys, I really need help on this one.

Schools may say they don't care if you're not a citizen/permanent resident, but if you're not, IMO you'll be competing with a different, more competitive applicant pool. I'd wait to submit until after you can mark that you're a permanent resident.
Will it put you at a disadvantage to apply later in the cycle? Well sure, but less so if you have a really strong application. You could also consider waiting another year to apply. We've seen posts on SDN before by applicants in your position who did not get their green card as expected. Who knows what glitch might come up, though you're convinced the transition is assured. Maybe the immigration officer that you're working with will get transferred to another location.
I think it is key for you to call AMCAS and find out if you can change your citizenship status after you submit (I don't recall if that was established on the previous thread you started). If the answer is no, then I would not submit for the sake of quicker verification of transcripts.

Yea I am very sure that I am getting it in mid August. I already account for all delay and all that.
I just really want to apply this year. I haven't called amcas to ask about it but it said so in the instruction book that you cannot change it after submission. As for whether my application is strong enough to not worry about applying late I really don't know. MCAT is scheduled for May 27, GPA 3.63 overall and 3.69 science.
Many schools will not even consider international students for admission, and the ones that do admit them judge them by much higher standards. I would wait until you have your social security number in hand before applying. Also, unless you have your green card interview scheduled now, you cannot assume you'll have your green card by August. Delays happen all the time in that process, often through no fault of your own. My husband didn't get his fingerprint appointment in the mail until the day after it was supposed to happen, and when he finally got them to reschedule it, it was two months later. Stupid, but agonizingly common.
Even if you have your interview schedule, getting your green card then is not a guarantee. When you get it, you get.
A 3.63 is competitive, but not super-competitive. Your chances will be greatly improved if you have permanent resident status. It will be tough with those numbers as an international student. My advice would be to wait until you have your green card to apply.
I do not assume anything. I already went to the interview. There is only that stupid document missing and as soon as I send that to them. They will mail the card to me.
Well, send the document in fast.
As for being an international students, I think it has minimal effect for many top tier private schools as long as you graduated from American institution.
I found several internation students who were qualified as any other pre-med students who were offered many interview invitations.
I think you can also update your AMCAS application during the cycle as well, so if you get your green card, you can update your info.
