PLS Help HUnter info but in Rwanda; US Citizen

Hello All,
I am currently finishing my MPH in Rwanda for the next year. I am really interested in going to Hunter when I return. However, I have not been able to get any emails returned, any strong information on trhe website, or when application deadlines are. So, I feel a bit unsure about the program. What I would like to know is if someone knows a person I can email or a building (and room number--so I can send a family member to go check out for me) I would really appreciate it...
Also, how much of the application are you able to do online because the mail is very, very slow here.
