Poor leadership. Stupid. Will ultimately cause this person to lose the respect of the professional staff: if he will lie to them without remorse, what else will he do? Makes one wonder whether the so called "leader" is a garden-variety sociopath.
B) How long between him saying "we're going to harms way" and "no we're not, but if we had been...? If statement 1 and statement 2 were in the same speech I could actually see it as some sort of motivational thing. If they were hours or days apart... well that's just bad.

A) is the big question... Maybe he thought he was helping people prepare for readiness but on the other hand he was getting a thrill out of freaking people out.
As far as B), it was crystal clear that he knew full well no one was going to be moved far forward before he made the statements.
