I'm an IMG who passed Step 1 and 2 with 240+ scores. I'm a Russian Gastroenterologist with multi specialties: Infectious diseases/ general practice/ pediatrics/ ICU. I have a Ph.D degree and my researches were published in European Science Review. Have 20+ years of clinical and research experience.

How good are my chances of matching an internal medicine residency? My top choice is University of Washington. Also, is there any way to shorten a 3 year residency requirement to get a medical license?

You only need 1 year and all 3 USMLE exams for a license but in most of the country you need to be board certified to be worth anything and that requires 3 years for IM.

Most states actually require 2 years of residency for IMGs to get a full license. And at that point, doing 1 more year to be BE/BC would infinitely increase employment opportunities.
 
Hard to imagine how an IMG gets 2 years of residency without getting into a full 3 year program. Whether or not that's finished is not my point. Just that the "just an intern year" gets you a license thing doesn't apply to IMGs.

Do 2 PGY1s? I'm trying to imagine how an IMG would pull that off.... I could imagine such a scenario but it seems so so unlikely.
 
If you have a PhD with multiple subspecialties and publications. You must have friends and collaborators in the US academia. You should ask them

The OP was wondering about getting a license in less than 3 years.
2 prelim years would count, but I assume it's more likely they would simply decide to drop out after two years of a 3 year program if they just wanted to start practicing. The problem is, of course, that practice options are severely limited if you don't finish residency. As the OP states s/he is Russian, they may not know the pathways to licensure and board certification are not the same thing in the US.
