I think the letter is really all you can do. I disagree with the thoughts that it's risky. How would it be risky? Would they read it an decide they hate you and throw it out? No. The worst that happens is they ignore it, unless they are HUGE a-holes. The best is they respect your interest in the school and are impressed by whatever you're doing.

It's risky because some schools truly are not receptive to such letters before an interview, or at any point in time. At other schools, they will take it into consideration. But it's difficult to know which schools are okay with such a letter, and which aren't. You want to seem like an interested and eager candidate, but not a desperate one.
