Pre-requisite in Texas for non-trads

I am really confused with regards to prerequisite conditions. Almost all schools in Texas need at least 90 semester credit hours (or equivalent quarter hours) of undergraduate course work at a fully accredited college or university in the United States and also expects the students to have earned their baccalaureate degree by the time of enrollment.

Now I have a baccalaureate degree in engineering from an Indian university. I have two masters degree from US university. Does that mean that as far as prerequisites are concerned, I will need 90 credit hours of undergraduate course work from an accredited college in US?

For those of whom have applied at Texas...what was your experience? I did write an email to one of the admissions dept, but they did not respond.
