Primary applications without recommendation letters

So, I am planning to submit my primary applications on June 1st (the first day)..

I might NOT have all of my LORs by that time and my school accepts my request only when all of my letters are ready.

I heard that LORs are only for secondary apps. Is this true?
So, do I just need to get the letters by when I get the secondary apps?

You need LORs to complete your file. You can submit both primary and secondary applications without LORs. In most cases you will not be considered for an interview until all three (primary, secondary, LORs) are received by the school.
