I know people always say quality > quantity, but what you do think the ideal amount of characters is?
I'm thinking around 4500 would be ideal.

Read your PS aloud. If something doesn’t feel like it belongs, distracts you, makes you glaze over, or doesn’t lead logically into the next idea then cut it. I think the ideal length for a PS is precisely the length that keeps you interested the whole way through, whatever that might mean for your own narrative.

As far as cutting in writing, I like Stephen King’s advice: Kill your children.
