Is it considered detrimental if your personal statement is substantially under the maximum allowed length?

Depends. Especially on your definition of substantial. To me, the whole admissions process of getting accepted to any professional program is about proving that you will do whatever it takes to get things done. If I was on the admissions committee it would seem to me that you might need to say more than you've implied you've already said.

If your talking about writing an essay that is half of the max length, then yes Id say that is too short. Make the most of your essay and use it show your strengths.

I have the opposite problem because my essay is too long. pharmcas asks for max 4500 characters but mine is around 4700. I can't delete stuff because they are all relevant to what I want to say and i had to explain a bunch of things. is that bad?
