I am wondering if anyone has heard anything else about this??? I am extremely disappointed because I was planning on applying to this program next year.

What I've heard is like many other state universities Penn State has had its budget cut due state financial difficulties. This has led them to make tough choices. Since Penn State has 3 doc programs in Psychology (clinical, counseling and counselor educator) they decided to cut the counseling program. Too bad too cause it's a great program.
