Publications--submitted vs. manuscript under preparation

I have a manuscript that is waiting for the corresponding author's ok before submission. However, the other author is slow and might not get back to me before 9/15/2013. Can I put the manuscript under submitted knowing that the manuscript will be submitted for sure by interview time?

Is there a chance the corresponding author will want changes? Or do you mean you are waiting on the author to ok a submission on the journal's website?
