Since they are not published or submitted, but completed case reports, can I include them under the research experience with a brief description since I cant include them under the publication section?

If they're completed, why aren't they submitted?

If you have nothing else to put there and you otherwise have no publications, I wouldn't fault you for doing so, but strictly speaking case reports don't count as research. There's an entirely separate section for those on professional CVs.
