when you look at a frozen section/biopsy,on call/or not, do you discuss it with your attending? or do you assess it yourself?

In my program it depends on the year. If you are junior you come in with an attending and you both look at it. If you are senior (ie. 4th year and beyond) you do it yourself.

Similar to the above,

at my program, if you're an intern/junior resident an attending is ALWAYS the person with the last say. This makes sense, as an intern you're still learning and you will make mistakes.
