Because there is enough demand for the program that they no longer have to give something away for free. It was a benefit for the HPSP graduate, but not for the millitary. They lost a year training someone and giving them new skills - and still lost them at the same time they would have anyways. Now any post-graduate training you receive comes with a "pay back". My thoughts are that it will benefit you either in or out of the military making you a better and more profitable dentist and still worth it even with the added obligation.

It's actually written into the National Defense Authorization Act as a law. I worked at our HQ when this changed. The services didn't really care either way, but our hand was forced to start enforcing the rules that were on the books.
