question about a passage from AAMCS 11

this whole - and + thing confuses me because in the case of bacteria and ames test the "-" means obligate and "+" means it isnt required. In this passage and most others does the + mean that protein/gene/whatever is present and does the - mean it isn't present?

stupid question, but i want to make sure this is right. i've attached an image of what i'm referring to.
