Question about being offset and applying to fellowship

Let's say you took an extended sick leave (2m) during the beginning of your residency, and you are offset by 2 months, do you have to wait 10m after you graduated from your program in order to do a fellowship assuming that most fellowship programs have a july 1st start date?
 
Many are flexible. I took 2 months vaca before fellowship. I said that I was "not available" until Sept 1. They didn't care. If there are only one or two fellows it may be more of a problem.
What the heck kind of fellowship was that? Some kind of research fellowship? I can't imagine someone having the balls to pull that off for any kind of clinical training position.

It was a Pediatric Anesthesia fellowship at a premier program. They could accommodate people off cycle because of the number of fellows. They didn't care at all. I told them that at the interview as well, that I wouldn't be able to start on July 1st. I was already an attending physician, so they didn't know what my commitment to my job was, and didn't ask.
