So what exactly does it mean to apply ED? If I choose to apply to a school prior to August 15 (that participates in ED) am I still allowed to apply to other schools?

Is it binding?
 
Usually, if you select ED, you are only allowed to apply to that one school during that time until you find out a decision. If you are rejected or denied, the application opens back up for you to apply to other schools.
 
Yes, it is binding.

You can only apply to one school that utilizes the PTCAS system via ED. If accepted, you're not allowed to apply at any other places. If not, then you may apply to more. If I recall the date correctly, they let you know by September 25th at the latest so that still leaves you plenty of time to apply to more schools if desired.
