Question about finalizing LOR

I have a list of letter writers in Step 2: Finalize LOR Authors. If I end up having six letter writers, can I still finalize all of them, and when I submit to individual schools, can I choose which letter writers they receive? In other words, by Finalizing the LoR, I can still choose which letters the programs I submit to will receive, correct? Thanks.
