If a position with IHS is posted as civilian service GS 11/12, how is it determined what your starting rank is?

Ie the guidelines for GS12 are one year of professional experience at a the GS11 level. Would filling scripts for a year in a chain count as that year of professional experience to let you start at a GS12?
 
Look at the posting on USAjobs and they should have a detailed explanation. A PharmD typically qualifies one for a GS12. This is true for the VA, and not sure if IHS is the same. If not, then yes, one year of dispensing experience would qualify for a GS12.
