Question about "Have you applied to this school before?"

Hi,
Sorry if this is a repeat question, but I was wondering...
If you sent out a primary to a school, but then didnt fill out a secondary, if you decide to apply to that school again next year, have you "applied to this school before"??

some say its considered applying if u submit a secondary and pay the fee,
others have said that many times it's posted on the FAQ on many admissions pages.
