Question about hypodermic needle/syringe laws in Illinois

As per new law, we can sell up to 100 syringes or needles to anyone of age 18 and above.
My question is can you ship (Mail order) to patient who is less than 18 years without rx?

If the age limit is 18 without an RX, why do you think mailing it would make any difference? The age limit would still be 18. Am I missing something?

well I work at one those mail order places and we have been dispensing needles/syringes without rx as a courtesy with the drug that requires needles/syringes to go with. before this new law we have been dispensing 20 per order now we are doing 100 per order
