I've looked at the intructions manual and for some schools, they only want you to send in certain materials when, " an admissions officer contacts you."

For example, Arizona says send in your $60 application fee, letter of recs, transcripts, and DAT scores only when an officer contacts you.

My question is do we have to wait for them to contact us? I mean how can they give a fair assestment based only on our aadsas applications? And I thought some schools don't even review the app unless they've recieved the fee?

First of all, you should be happy that Arizona said you should not send in the $60 application fee until "an officer contacts you" because that mean you can save your money. The school will have a preliminary cut off when they first review the application, such as a minium GPA or DAT score. If you go ahead and send your $60 application fee and somehow your GPa or DAT does not meet their minimum requirement, you will lose that $60 non-refundable fee. The reason why they have these instructions regarding to "when the officer will contact you only" is because every school has a cut-off standard for their first round of review, usually are DATs or GPAs.
Just do what the school tells you to do, it saves you the money an the unnecessary paperwork (in case you are not even granted an interview.)

Exactly. If a schools says 'wait until we tell you otherwise' do it - especially if money is involved!

what about LORs? I was going to send them to the schools individually, should I send them so they can be there with the AADSAS application? or should i wait for them to send me the "bill" and secondary before sending in my LORs

the way I understand is that the primary application includes LORs, and since im sending them to the schools directly (not through aadsas), I should send them in after submiting my aadsas application.

sorry if this a dumb post, but in addition to that, will a school hold on to my letters if they have no recieved my application from aadsas? since they take time to process how will i know when to send in my LORs

thanks in advance

no need to wait for secondaries before sending them in.

yes, they usually start files on you as soon as pieces start coming to them. wouldn't hurt to verify that they've got all your pieces anyhow.
