question about pulmonary vascular resistance

hi, anyone can explain the following to me?

Pulmonary vascular resistance decreases below the normal low value when pulmonary arterial pressure rises, and , to a lesser extent, when pulmonary venous pressure rises. (NBDE PART 1 kaplan review book 2005 Page447)

But in my opinion, when pulmonary venous pressure rises ,the Pulmonary vascular resistance will rise .

I "think" that when he says decreases below the normal low, he is comparing it to the normal systemic arterial presure and resistance values. As was discussed in the book, the pressure gradient in pulmonary vasculature is low and the vascular resistance itself is very low when compared to the systemic arterial pressure and resistance values. I would just remember this information.
