Question about schools with low average MCAT

Hey all! Just had a quick question

Whats the deal with schools like Howard, Meharry, Missouri - Kansas City that have low average MCAT/GPA but still accept a good amount of OOS applicants? Are they mostly mission based or what am I missing?

They are mission-based or accept their OOS students from a special program (UMKC).

From what I understand, most of the spots listed for UMKC on the AMCAS are for the 6 year program and only like 15 'MD only' students matriculate annually.

W VA's mission is providing docs for their region. They do take OOS, though.
