is TY a good way to get US clinical experience if 'wasting' a year was not an issue? More specifically, can I just apply in TY and no other residencies and still match? I understand it is mostly for ROAD residents. However, if I applied to TY this year, gathered some experience and then re-applied the next year, does that work?

Technically yes, you can just interview at and rank TY programs. You could apply to other advanced or categorical residencies later, either through the following Match cycle or by accepting a pre-match offer somewhere.

Practically speaking though – TYs are very competitive. And if I'm interpreting your post correctly, this is not a realistic way for IMGs to gain "US clinical experience" prior to residency, because TYs ARE residencies. And without prior US clinical experience, the chances that you'd match at a TY program are quite slim.
