Question for 2013 application

I am IMG and will apply for 2013. But I will take my CS in August, the result will be out on 3rd Oct, which be late.

For 2013 application:

1. Do we still need send out the application materials to ERAS on 1st Sept? Because I saw that the programs can not download the application materials until Sept 15th.

2. If I do not have the CS result when the programs download the application materials, will they filter me? How many programs?

The test is especially important for those applicants whose primary language is not English. However, I would still recommend sending out your application as early as possible (Sept. 1st), because you would likely be filtered for tardiness before being filtered for missing data. Most people don't have every piece of the application ready when they send the package out, they will then update their applications piece-by-piece as the information becomes available.
 
The good thing is that next year programs will begin downloading apps on Sept. 15th and Deans' Letters will be available on Oct. 1st, so the most likely scenario is that programs will wait until October to really look at apps, since they will be complete by then.
But you should still upload your application and documents as soon as you have them, just know that the new dates will probably benefit you.
 
Don't count on your CS score being available on the first reporting day.
If you take it later you may not get a score until almost the end of the reporting period.
This is Oct 31 for the period you stated.

CS scores aren't that important for US grads, but not sure about IMGs.

It's important to note, however, that many programs look at applications in the order that they receive them. If you apply later than other people, even if it's before the program begins offering interviews or reviewing applications, you will be lower in the stack and less likely to receive an interview.

This is often overlooked and vitally important to understand.
 
To the OP: Why don't you just take the CS in the previous block? I don't know your situation or how full is the schedule for the test sites but you still have time and it doesn't require that much time to prepare for it and you still need to come to the US to take it. Plus, without the CS you can't get the ECFMG certificate, and even though some programs will invite you without it there are still some that won't; it is better to try to keep all the doors open.
