why is it not an enantiomer?
 
If you look both molecules are symmetric therefore the molecule is ACHIRAL even though there are chiral centers. Since both molecules are achiral they are idential.
 
Just rotate one of them 180 degrees (clockwise or counterclockwise) and you'll see it's the same molecule.
 
these two structures have an internal plane of symmetry between them therefore they are both mesocompounds, therefore are achiral and cannot be an enantiomer.. therefore since both are mesocompunds, they are identical because you are comparing the same compounds..i hope im not confusing you lol
