I am writing a research proposal (2 pages) for my Ph.D/MA application.
Should I structure this proposal with subtitles (such as introduction, method, and discussion) or is it more common to submit the proposal in essay paragraph form?

Interesting. Never had to do that during an application. I wonder how strong of a research design most would put together/how predicted that is of formative capacity following the training you get in grad school.
Either way. To answer your question, I would structure it per APA style.
