is this a true statement:
temprature increase causes concentration decrease because the volume increases as a result of the temprature increase

so the question really is, do you have to physically dilute the solution to decrease the concentration or can you decrease the concentration just by increasing the volume ( ie doesn't matter how you increase the volume)
 
Correct.
Since concentration is mol/L, an increase in volume will lower the concentration irrespective of how the volume is increased.
Important to note that you have to increase the volume of the solution and not the container.
