Quick Yes/No Question: LORs can always be sent in before secondary submitted?

Can LORs always be sent in after you receive a secondary, but before it's sent in, or should the secondary specifically say so? Thanks.
 
some schools might say not to send it until an interview has been scheduled.

I think it's fine to send in LORs if you have been offered a secondary, but haven't submitted it yet.

Indeed. In general, you should not send in LORs if you have NOT been offered a secondary; schools won't start a file and hold on to them.
 
Another question sorta related: Can I assume that all schools allow an additional LOR to the committee letter, or do I have to make sure of it(As in, email or read it specifically on their website)? Because some secondaries explicitly say so, and others don't say anything more than the requirements.
