Rate Determining Step

Ok, so I understand how to get he rate but I'm confused on how you add the elementary steps to get the actual reaction we're looking at.

I'll use the example of NO2+CO--->NO+C02 reaction

step 1 (slow step): NO2+NO2--->NO3+NO
step 2 : NO3+CO---->NO2+CO2

How do you add those together to get the above reaction? Is knowing how to do this even important?

add the two up and everything that appears on both sides of the arrow cancels out
