Yes it is genuine. Dudley is a post industrial deprived area in the West Midlands (Between Birmingham and Manchester) It has above average levels of teen pregnancy, obesity and smoking.
The idea is that prevention works out cheaper than the cost of supporting children and treating self induced conditions.
